An Epic key with a quest behind it
Two ways to own one
- Scavenging. The wiki lists scavenging as a source.
- Our Presence up There. Shani's quest asks you to visit the Pattern House on Dam Battlegrounds, find and flip the power switch, and complete the antenna installation. Its rewards include a Buried City Town Hall Key, a Raider Hatch Key and Jolt Mines.
The quest is the one route to this key that does not depend on a drop, so it is worth taking on early if you want a Town Hall run.
Town Hall on our map
The map records Town Hall as an orange zone. It sits at the centre of the map, west of Highway Overpass Hatch. Our map marks the key's door south of Marano Park and east of Western Station, and the door marker is north of Corso da Vinci.
The Buried City map shows the door marker against those landmarks.

The wiki's loot list for Town Hall: 2x Security Locker and 1x Weapon Case.
